Business Analyst / Delivery Analyst

Location: Hybrid – supporting federal agency operations

Blue Rose Consulting Group, Inc. (Blue Rose) is seeking a motivated Business Analyst / Delivery Analyst to support a federal client in delivering high-quality software solutions within an Agile environment.

In this role, you will play a critical part in ensuring the quality and readiness of deliverables for production. You will collaborate closely with developers and stakeholders to test, refine, and document system functionality, helping to ensure successful deployment and reliable system performance in a secure government environment.

What You’ll Do

As a Business Analyst / Delivery Analyst, you will:

• Support testing, debugging, and refinement of system deliverables prior to production deployment
• Analyze and document functional requirements, ensuring clarity and alignment with business needs
• Manage and maintain Agile work items within Jira, ensuring tickets are well-defined, up to date, and include detailed product requirements
• Capture and troubleshoot Operations and Maintenance (O&M) issues and support resolution efforts
• Collaborate with developers to provide direction, clarify requirements, and ensure the timely delivery of solutions
• Participate in Agile processes and support coordination across cross-functional teams
• Develop and maintain documentation supporting system delivery, testing, and operational processes
• Streamline processes, integrate technology solutions, and uphold high standards of quality and efficiency
• Support on-site activities as required to assist with system operations and stakeholder needs

Schedule & Shift Details

• Full-time (40 hours/week)
• Hybrid role with required on-site support several times per month

Requirements

• U.S. Citizenship required
• Active Secret Clearance required
• Minimum of 0–2 years experience supporting Systems Development Lifecycle (SDLC) activities
• Minimum of 0–2 years experience in functional requirements analysis
• Hands-on experience supporting PeopleSoft testing or enterprise ERP systems
• Experience supporting testing, debugging, or quality assurance activities
• Experience working with Agile tools such as Jira or similar platforms
• Experience documenting requirements, processes, or technical deliverables
• Ability to analyze defects, trace issues, and support root cause resolution
• Ability to manage multiple workstreams and prioritize tasks in a fast-paced Agile environment

Demonstrated Advanced experience with:

• Systems Development Lifecycle (SDLC) and Agile delivery processes
• Functional requirements analysis and documentation
• Testing, validation, and production readiness support
• Stakeholder collaboration and cross-functional coordination
