Blue Rose Consulting Group, Inc. (Blue Rose) is seeking an experienced Programs Portfolio Lead – Human Capital Solutions to oversee a portfolio of multiple concurrent workforce-focused contracts and programs supporting federal, state, and mission-driven clients.

This role is responsible for portfolio-level delivery, contract health, and program manager oversight across human capital–related engagements, ensuring solutions strengthen workforce performance, organizational resilience, and mission readiness in high-demand operational environments.

In this role, you will lead and coordinate integrated human capital solutions that intentionally incorporate workforce strategy with behavioral health–informed, trauma-aware, and whole-person wellness principles—while maintaining clear boundaries between organizational strategy and clinical services.

*This role focuses on portfolio leadership, contract delivery, and workforce solutions strategy and does not involve internal HR operations or transactional HR functions.


What You’ll Do

As a Programs Portfolio Lead – Human Capital Solutions, you will:

Portfolio, Contract & Delivery Leadership

  • Lead a portfolio of multiple concurrent human capital–focused contracts, ensuring delivery excellence, contract compliance, and alignment with client mission outcomes

  • Provide portfolio-level governance across programs, including prioritization, risk management, resource allocation, and performance monitoring

  • Maintain visibility into contract financials, staffing alignment, and delivery health across the portfolio

  • Oversee and mentor Program Managers and Project Managers, ensuring consistent delivery standards and integrated execution across contracts

  • Integrate human capital strategy with Behavioral Health and Wellness Solutions Division priorities across programs and clients

  • Advance evidence-informed, trauma-aware, and resilience-focused approaches within workforce and organizational solutions

Client Engagement & Advisory Support

  • Serve as a strategic advisor on human capital challenges related to stress, burnout, morale, workforce readiness, and organizational health

  • Facilitate leadership discussions and planning sessions in high-stress or mission-critical environments

  • Partner with behavioral health subject matter experts to translate wellness-informed insights into operationally relevant workforce strategies

Program & Project Oversight

  • Provide oversight across program teams delivering integrated human capital and wellness-informed solutions under multiple contracts

  • Ensure alignment between contract deliverables, human capital outcomes, and behavioral health–adjacent program goals

  • Monitor schedule, cost, performance, and risk across the portfolio, escalating and resolving issues as needed

  • Support Program Managers with client engagement, delivery challenges, and cross-contract coordination

Workforce, Wellness & Organizational Solutions

  • Guide the design and delivery of solutions that may include:

    • Workforce planning and talent strategies informed by resilience and sustainability

    • Leadership and supervisory development with a focus on psychologically informed leadership

    • Employee engagement, retention, and burnout mitigation strategies

    • Organizational assessments considering culture, workload, and wellness factors

    • Trauma-aware, people-centered change management approaches

    • Integration of behavioral health and wellness considerations into HR and workforce systems

  • Ensure solutions clearly distinguish organizational strategy from clinical services and respect professional boundaries

Business Development & Growth Support

  • Attend conferences to evangelize the Blue Rose portfolio of workforce, human capital, and behavioral health solutions

  • Support proposal and capture efforts by shaping portfolio-level human capital approaches that integrate wellness and behavioral health perspectives

  • Contribute to thought leadership and solution development within the Behavioral Health and Wellness Solutions Division

  • Identify opportunities to expand or scale human capital offerings across existing and new contracts supporting workforce resilience and readiness

Knowledge Management & Team Development

  • Develop tools, templates, and playbooks that integrate human capital best practices with wellness-informed principles

  • Mentor project managers and staff in delivering trauma-aware, people-centered consulting solutions

  • Promote cross-division collaboration between human capital, behavioral health, and wellness teams


Schedule & Work Model

  • Full-time (40 hours/week)

  • Remote work supporting distributed federal and mission-driven clients


Requirements

  • U.S. Citizenship required

  • Bachelor’s degree in Human Resources, Organizational Development, Public Administration, Psychology, Behavioral Health, Business, or a related field

  • Demonstrated experience managing program or contract portfolios, including multiple concurrent contracts, workstreams, and delivery teams

  • Minimum of 7 years of experience in human capital consulting, workforce development, organizational effectiveness, or related areas

  • Demonstrated experience supporting public sector, government, or mission-driven organizations

  • Strong facilitation, communication, and stakeholder engagement skills

  • Proven ability to translate behavioral health and wellness concepts into actionable workforce and organizational strategies


Preferred Qualifications

  • Master’s degree in a related field

  • Experience supporting behavioral health, wellness, or resilience-focused programs in non-clinical leadership or management roles

  • Familiarity with trauma-informed, resilience-based, or psychologically informed workplace practices

  • Experience supporting federal agencies with high-stress or mission-critical workforces

  • Project management (PMP)
