Blue Rose Consulting Group, Inc. (Blue Rose) is seeking an IT Program Manager with strong business development, capture, and recruiting support experience to support federal technology growth while overseeing program execution post-award. This role is ideal for a program manager who can support opportunity identification, contribute to capture and proposal efforts, assist with recruiting and interviewing, and then transition seamlessly into program execution.

This is not an internal IT manager role. Success is defined by supporting wins, building teams, and delivering successful federal IT programs.


What You’ll Do

Business Development & Capture Support

  • Support identification and qualification of federal IT opportunities aligned with Blue Rose’s growth strategy
  • Partner closely with BD, capture, and proposal teams to:
    • Research upcoming opportunities and contract vehicles
    • Contribute to solution development, win themes, and technical and programmatic approaches
    • Support proposal writing, reviews, and orals with credibility and clarity
  • Assist in shaping staffing plans, risk mitigation strategies, and execution approaches during capture

Program Management & Execution

  • Lead or support post-award transition activities, including staffing, onboarding coordination, and delivery readiness

  • Manage or oversee federal IT programs with a focus on:

    • Schedule, scope, cost, and performance

    • Contract compliance and client satisfaction

  • Coordinate with technical leads, subcontractors, and internal teams to mitigate risk and ensure delivery success

Recruiting & Team Build Support

  • Support recruiting efforts for federal IT programs, including:

    • Participating in candidate screening and technical interviews
    • Assessing candidates for technical fit, contract compliance, and client alignment
    • Supporting staffing timelines tied to capture and post-award requirements
  • Partner with recruiting and HR teams to:

    • Identify skill gaps and future staffing needs

    • Support rapid team stand-up during contract transitions

  • Serve as a hiring manager or technical interviewer as needed for program roles

Client & Stakeholder Engagement

  • Serve as a client-facing program lead or deputy, translating mission needs into executable IT solutions

  • Maintain strong working relationships with government stakeholders to support contract growth, recompetes, and follow-on opportunities

Technical & Solution Awareness

  • Apply broad technical understanding (cloud, cybersecurity, infrastructure, software, data) to:

    • Support solution development during capture

    • Validate feasibility and scalability during execution

  • Act as a credible technical and programmatic partner without managing internal IT systems


Schedule & Work Details

  • Full-time (40 hours/week)

  • Remote, with flexibility to support proposal deadlines, capture milestones, interviews, and program transitions


Required Qualifications

  • U.S. Citizenship required

  • Experience supporting or leading federal IT programs

  • Demonstrated involvement in business development, capture, proposal, or recruiting support for federal IT contracts

  • Experience participating in candidate interviews or supporting staffing for federal contracts

  • Strong written and verbal communication skills


Preferred Experience & Certifications

  • Capture management or proposal leadership experience

  • PMP or equivalent program management certification

  • Familiarity with federal acquisition processes and contract vehicles

  • Experience interviewing technical staff for cleared or federal environments

  • ITIL, AWS, Azure, or cybersecurity certifications (preferred, not required)


Compensation & Benefits

  • Competitive salary range: $120,000 – $150,000 (flexible based on experience)
