Location: Washington, DC / National Capital Region (NCR) – supporting secure federal facility operations

Blue Rose Consulting Group, Inc. (Blue Rose) is seeking an experienced Program Manager / Concierge to serve as the Key Program Manager (KPM) supporting high-visibility federal facility operations in the National Capital Region.

This position functions as the senior on-site operational authority responsible for managing facility logistics, coordinating high-level events, and ensuring operational readiness across campus operations. The role blends executive-level hospitality with tactical logistics leadership and requires oversight of a 22-person workforce responsible for facility readiness, inventory control, and operational support.

The Program Manager / Concierge will serve as the primary liaison to Government leadership (COR/GTM) while ensuring mission-critical operations remain efficient, audit-ready, and aligned with federal security and operational standards.


What You’ll Do

As the Program Manager / Concierge, you will:

  • Serve as the senior on-site authority responsible for operational coordination and logistical execution across campus facilities

  • Provide high-level concierge services for VIP events and official government functions

  • Coordinate movement of sensitive materials and mission-essential equipment for high-ranking domestic and international guests

  • Manage and supervise a 22-person workforce, ensuring staff readiness and adherence to operational procedures

  • Act as the primary operational point of contact for the Government’s Contracting Officer’s Representative (COR) and Government Task Manager (GTM)

  • Direct logistics and asset relocation operations across the National Capital Region (NCR) while ensuring compliance with transportation restrictions and safety standards

  • Maintain audit-ready warehouse and inventory data, including monthly statistical reports and random inventory audits

  • Conduct final readiness inspections of classrooms, event spaces, and VIP areas to ensure facilities meet “training-ready” standards

  • Lead operational planning and workforce coordination to ensure all facility configurations match government technical diagrams and operational directives

  • Foster a professional culture of discretion, hospitality, and operational excellence across the workforce


Schedule & Shift Details

  • Full-time (40 hours per week)

  • On-site position supporting federal facility operations in the National Capital Region

  • Shift scheduling aligned with campus operational hours


Requirements

  • U.S. Citizenship required

  • Public Trust clearance required or higher

  • Bachelor’s Degree in Business, Hospitality, Logistics, or a related field

    • Equivalent experience may be considered with 10+ years of professional experience


Professional Experience

  • Minimum 3 years of experience in logistics, event management, or facility operations

  • Minimum 3 years of supervisory leadership managing teams of 15 or more personnel

  • Demonstrated experience supporting high-level environments such as diplomatic missions, executive facilities, government leadership events, or luxury hospitality operations

  • Proven ability to coordinate with senior government stakeholders and VIP guests


Technical & Operational Skills

  • Valid U.S. Driver’s License with 3+ years of experience operating commercial-style vehicles (vans or box trucks) in the National Capital Region

  • Experience using Integrated Workplace Management Systems (IWMS) such as:

    • Room Reservation Systems (RRS)

    • eSupplies or equivalent asset management tools

    • FM systems or CMMS platforms

    • ServiceNow, Archibus, Maximo, or similar systems

  • Ability to interpret facility floor plans, field sketches, and technical blueprints

  • Advanced proficiency in the Microsoft Office Suite, including:

    • Excel (pivot tables and reporting)

    • Word

    • PowerPoint

    • Outlook

    • Teams

    • SharePoint

  • Experience producing statistical reports, operational dashboards, and written operational documentation

  • Expertise in scheduling coordination and document collaboration using Teams and SharePoint


Physical & Professional Capabilities

  • Exceptional written and verbal communication skills

  • Ability to brief senior stakeholders on operational status and logistical planning

  • Demonstrated ability to make time-sensitive operational decisions independently

  • Ability to lift up to 50 pounds and move equipment across a large operational campus

  • Professional demeanor with strong diplomatic awareness when interacting with senior government officials
