About the Role

Location: Washington, DC – USCG Headquarters, Douglas A. Munro Headquarters Building
Schedule: Full-time | Hybrid | Minimum 3 days/week onsite, up to 2 days/week telework with COR approval | Core hours 8:00 AM–4:30 PM ET, Monday–Friday

This position is contingent upon Blue Rose Consulting Group’s award of the contract and is subject to final contract requirements and customer approval.

Blue Rose Consulting Group is seeking an experienced HR Specialist – Retirement to support the U.S. Coast Guard Civilian Human Resources Office in Washington, DC.

In this role, you will provide technical and advisory support for voluntary and disability federal retirement cases, review retirement packages, prepare retirement estimates, and advise employees and HR professionals regarding federal retirement benefits and eligibility.

This position requires a Tier 1 (T1) background investigation for a Public Trust determination and a Common Access Card (CAC) prior to system access. The position is unclassified and does not require a Secret or higher clearance.

What You’ll Do

  • Review voluntary and disability retirement packages for completeness, accuracy, and compliance with Office of Personnel Management (OPM) regulations.

  • Provide advisory services for voluntary and disability retirement cases, including responding to employee and HR staff questions regarding eligibility and processes.

  • Prepare retirement estimates and advise employees regarding the information contained within those estimates.

  • Ensure retirement calculations are mathematically accurate.

  • Code and process retirement-related personnel actions in accordance with OPM’s Guide to Processing Personnel Actions.

  • Maintain retirement case files and supporting documentation in accordance with Privacy Act and records-management requirements.

  • Coordinate with USCG HR staff, OPM, and other stakeholders to resolve retirement case issues and support timely, compliant case completion.

Qualifications

Minimum Qualifications

  • Minimum of six (6) years of experience providing federal retirement/benefits advisory and case-processing support.

  • Expert knowledge of federal retirement benefits, eligibility requirements, and governing regulations, including CSRS and FERS.

  • Demonstrated ability to independently review and advise on federal retirement benefits and eligibility determinations.

  • Experience coding and processing retirement personnel actions in accordance with OPM guidance.

  • Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook.

  • Strong oral and written communication skills, including the ability to clearly explain complex retirement benefit determinations.

  • Ability to accurately interpret and apply federal, DHS, and USCG policies, regulations, and directives.

Preferred Qualifications

  • Previous experience supporting a federal Civilian Human Resources Office.

  • Experience coordinating retirement cases directly with OPM.

  • Experience handling Sensitive Personally Identifiable Information (SPII) and official federal personnel records.

  • Familiarity with DHS or U.S. Coast Guard HR policies and procedures.
