About the Role

Blue Rose Consulting Group is seeking an experienced Part-Time Operations Planner to support the Child Well-Being Program (CWBP).

Working alongside the full-time Operations Planner and Program Manager, this position will provide additional operational support and coverage for day-to-day program needs. The primary focus will include staff scheduling, managing call-outs and coverage, recruiting support, workforce readiness, and program reporting.

The Part-Time Operations Planner must be capable of performing the full scope of Operations Planner responsibilities and will provide backup coverage when the full-time Operations Planner is unavailable, on leave, or supporting program needs in another capacity.

This role requires someone who is highly organized, responsive, comfortable managing changing priorities, and able to jump in when additional operational coverage is needed.

This position requires U.S. citizenship and the ability to successfully complete required CBP background and program suitability requirements. Candidates with an active Secret security clearance or current CBP Tier 4 Background Investigation are strongly preferred.

Key Responsibilities

  • Support the full-time Operations Planner and Program Manager with day-to-day program operations and workforce coordination.
  • Provide backup Operations Planner coverage when the full-time Operations Planner is unavailable or supporting other program needs.
  • Maintain staffing schedules and coordinate schedule changes, call-outs, substitutions, backfill, and other coverage needs.
  • Monitor staffing levels and proactively identify potential coverage gaps.
  • Coordinate with program personnel to resolve immediate and upcoming staffing needs.
  • Assist with recruiting activities, candidate coordination, onboarding, and workforce planning.
  • Track employee credentialing, background investigation status, training, system access, and workforce readiness requirements.
  • Maintain accurate personnel rosters, staffing schedules, readiness information, and other program records.
  • Monitor outstanding employee requirements and follow up with employees and internal teams as needed.
  • Coordinate with recruiting, onboarding, credentialing, and training teams to help move personnel through the readiness process.
  • Support workforce allocation across assigned program locations based on staffing and operational needs.
  • Review daily program reports and employee timekeeping information for completeness and identify discrepancies requiring follow-up.
  • Assist with the preparation, reconciliation, and timely completion of required program reports and deliverables.
  • Monitor required training completion and follow up on outstanding items.
  • Communicate staffing concerns, call-outs, coverage gaps, readiness issues, and other operational risks to program leadership.
  • Support employee performance management, coaching, and communication of program expectations as needed.
  • Assist with employee offboarding and applicable system and access requirements.
  • Track action items, deadlines, barriers, and follow-up requirements.
  • Participate in program meetings as needed.
  • Provide operational support to Lead Specialists, Specialists, PRN personnel, and other program team members.
  • Perform the duties of the Operations Planner when providing coverage for the full-time Operations Planner.
  • Perform additional duties as needed to support successful program operations.

Minimum Qualifications

  • U.S. Citizen.
  • Bachelor's degree in a field related to the scope of the program.
  • Three or more years of relevant experience supporting program operations, contract operations, workforce coordination, staffing, scheduling, or a related function.
  • Experience coordinating staffing schedules, call-outs, coverage, and changing workforce requirements.
  • Experience supporting recruiting, onboarding, workforce readiness, or personnel coordination activities.
  • Ability to manage multiple priorities, deadlines, personnel requirements, and operational activities.
  • Strong organizational skills and attention to detail.
  • Strong written and verbal communication skills.
  • Ability to work independently while maintaining close communication with program leadership.
  • Ability to step into broader Operations Planner responsibilities when coverage is needed.
  • Ability to successfully complete required CBP background investigation, suitability, and program access requirements.

Preferred Qualifications

  • Active Secret security clearance or current CBP Tier 4 Background Investigation.
  • Experience supporting federal government contracts or programs.
  • Experience with workforce planning, staffing, recruiting, onboarding, credentialing, scheduling, and readiness tracking.
  • Experience supporting geographically dispersed or shift-based teams.
  • Experience coordinating call-outs, backfill, and time-sensitive staffing changes.
  • Experience preparing or supporting operational and contract reporting.
  • Experience supporting behavioral health, child well-being, healthcare, human services, or similar programs.

What Success Looks Like

The successful Part-Time Operations Planner will be someone the program can confidently rely on to step in and keep operations moving.

Success means staffing schedules are current, call-outs and coverage needs are addressed quickly, recruiting and onboarding activities continue moving, workforce readiness requirements stay on track, and reports and program records are accurate and timely.

The ideal candidate can manage the routine details of the role independently while also being prepared to assume the full range of Operations Planner responsibilities when additional coverage is needed.

Location: Remote

Schedule: Part-time, up to 900 hours annually, with hours based on program needs and coverage requirements.
